Scotland does not use the English Fire Safety Act 2021 or PAS 9980 regime as its legal framework. That does not mean external walls, cladding, balconies and flat entrance doors can be ignored.
In multi-occupied residential buildings, flat entrance doors, common-stair doors and the fire-resisting “box” around each dwelling are often critical to the stay-put strategy. Scottish high-rise guidance explains when Part 3 of the 2005 Act applies to parts of a block, and that facilities provided for firefighters in common areas must be maintained. Current Scottish design guidance for many newer high-rise flats specifies 60-minute self-closing flat entrance doors (typically FD60S).

The Five Steps to a Fire Risk Assessment in Scotland
SFRS sets out a five-step process for carrying out a fire safety risk assessment:
- Identify the people at risk – Employees, residents, guests, visitors, contractors, children, older occupants, people with disabilities and anyone who may be asleep or unfamiliar with the building.
- Identify the fire hazards – Sources of ignition, fuel and oxygen, including cooking, electrical equipment, smoking, arson, housekeeping and dangerous substances.

- Fire (Scotland) Act 2005 – Part 3 is the primary fire safety law for relevant premises. Section 53 requires employers to assess fire risk to employees and take necessary fire safety measures.
