Fire Risk Assessments in Middlesbrough & Teesside

If you manage properties in Middlesbrough, Stockton-on-Tees, Redcar, Hartlepool or anywhere across Teesside, a suitable and sufficient fire risk assessment is not optional. Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person must identify hazards, protect people and record significant findings. For housing, the current recommended methodology is BS 9792:2025. This methodology replaced PAS 79-2.

At Staines Safety Services, we have local bases in Teesside (Saltburn), Leeds and London. We deliver professional Type 1, 2, 3 and 4 fire risk assessments tailored to landlords, estate agents, housing providers and short-term let owners. Moreover, our assessors hold relevant Level 4 and Level 5 qualifications. They produce clear, actionable reports accepted by local authorities and insurers.

What Are Type 1, 2, 3 and 4 Fire Risk Assessments?

These types (defined in BS 9792 for housing premises) describe the scope and depth of the assessment:

  • Type 1 (Common parts only – non-intrusive): The most common assessment. A visual inspection of shared areas, escape routes, fire doors, detection, emergency lighting and visible compartmentation. Ideal for routine compliance in blocks of flats, smaller HMOs and many shared houses.
  • Type 2 (Common parts only – intrusive): Same areas as Type 1. In addition, there is limited opening-up of construction (voids, risers, fire stopping) where visual inspection is insufficient.
  • Type 3 (Common parts and a sample of dwellings – non-intrusive): Extends into individual flats, bedsits or rooms as well as communal areas. This is particularly relevant for HMOs, converted buildings and properties where risks inside dwellings affect overall safety.
  • Type 4 (Common parts and dwellings – intrusive): The most thorough. Combines Type 3 coverage with intrusive inspection of both common areas and dwellings. Used for higher-risk or complex buildings, or where serious compartmentation concerns exist.

For commercial premises the methodology is typically PAS 79-1. Staines Safety Services provides the appropriate type for your property, whether it is an HMO in central Middlesbrough. It could also be a block of flats in Stockton or an Airbnb in Redcar.

Why Local Teesside Expertise Matters

Properties across Middlesbrough and Teesside range from Victorian terraces and industrial conversions to modern developments. Local knowledge of Cleveland Fire Brigade expectations, Middlesbrough Council HMO and selective licensing standards, and typical building stock helps produce practical, proportionate recommendations. This approach is preferable to generic checklists.

While several providers operate in the area, Staines Safety Services combines local presence with nationwide capacity, digital reporting, fire door surveys, extinguisher services and ongoing support. Additionally, we regularly work with estate agents, managing agents, housing associations and individual landlords. They need assessments that support licensing applications and day-to-day management.

We contacted Staines for some Independent Fire Safety Advice. I'm the owner of a holiday let that is managed by a local agent. They had recently carried out a general maintenance inspection at my property and come back with a £££ quotation for fire safety work. Wanting a 2nd opinion, the director Gary Staines carried out a thorough inspection of the property and discussed the findings and recommendations with us. Whilst Staines doesn't carry out the work themselves they can recommend reputable contractors. Some of the recommendations differed considerably from the quote we had had. I would strongly recommend Staines to anyone wanting independent advice regarding Fire Safety.

Specific Considerations for Different Property Owners

Landlords and HMO operators
Licensed and unlicensed HMOs require careful attention to means of escape, fire doors (FD30s with self-closers and smoke seals), detection (often Grade D1 LD2 or Grade A, depending on height and layout), emergency lighting and management arrangements. A Type 3 assessment is frequently the right level for multi-storey HMOs. For further information, see Middlesbrough Council’s landlord and HMO guidance for local licensing context.

Estate agents and housing providers
Clear, well-structured reports help you demonstrate compliance to clients, freeholders and insurers. We supply prioritised action plans and can support re-assessments after works or changes in occupancy.

Airbnb and holiday let owners
Short-term lets with paying guests fall under the Fire Safety Order. You are the responsible person and must have a recorded assessment. Detection, escape routes, furnishings and guest information are key focus areas. Guidance is available on GOV.UK.
