Who requires Fire Risk Assessments?

The Regulatory Reform (Fire Safety) Order 2005 for England and Wales (commonly known as the RRO) came into force on 1 April 2006, making the employer (or other responsible person) ultimately responsible for fire prevention and the safety of staff and others on the premises.The Order applies to virtually all premises and covers nearly every type of building, structure and open space put to certain uses, including:

  • The common areas of houses in multiple occupation (HMOs)

The full weight of the RRO rests with the ‘responsible’ person (usually the employer or person in control of the premises). This person can authorise others to work on their behalf but cannot delegate the ultimate responsibility.
